VIP-563 [BNB Chain] Fund transfer for Binance marketing campaign

If passed, this VIP will transfer 400,000 USDT from the Venus Treasury on BNB chain to the Binance team for a marketing campaign. The funds will be paid out entirely to users in rewards and incentives over the duration of the campaign.

The campaign will run for a period of 45 days and be part of a broader marketing campaign. Further details will be shared at a later date in conjunction with the Binance team.

If passed, this VIP will perform the changes recommended by Chaos Labs in the Venus community forum publication Proposal: IRM Adjustments for BNB and WBNB Markets on BNB Chain (Core Pool):

- BNB (Core pool):
- increase Kink 1 to 80% and Kink 2 to 90% utilization
- set the borrow rate (APR) at Kink 1 to 2.5%
- set the borrow rate (APR) at Kink 2 to 11%
- reduce the max borrow rate (APR) at 100% utilization rate, from 77.15% to 45%
- WBNB (Core pool):

VIP-552 Quarterly XVS Buyback and Funds Allocation

Summary

This VIP outlines the protocol’s Quarterly Buyback and Funds Allocation strategy, in accordance with Tokenomics V4.1, based on fees generated in Q3 2025 (details below).

The XVS Buyback was executed gradually over Q3 2025. This VIP will redistribute these buybacks to XVS stakers by transferring the buybacks to the XVS Stores and adjusting the reward speeds on each chain.

If approved, this VIP will:

- Transfer XVS from the XVS Vault Treasuries to the XVS Stores on BNB, Ethereum and Arbitrum, enabling distribution of XVS Vault rewards throughout the quarter.
- Bridge XVS to Unichain and zkSync to fund the XVS Vault rewards proportionally to the revenue generated on these chains.
- Update reward speeds in line with the XVS bought back during Q3 2025.
- On BNB chain: Rewards will be topped up with 308.7 XVS/day legacy allocation.
- On other chains: Rewards will be based solely on revenue generated, with no additional allocation.
