The recent U.S. strike on Venezuela and the capture of Nicolás Maduro shocked many people. To some, it appeared sudden and extreme. In reality, it was neither. What happened was the result of more than two decades of political decay, criminal integration, failed diplomacy, and strategic pressure.
This story does not begin with Maduro. It begins in 1999.
The Roots of the Crisis: Chávez and the System He Built (1999–2013)
In 1999, Hugo Chávez came to power promising social justice and independence from foreign influence. Over time, those promises turned into something very different.

Power became increasingly centralized. Independent courts, lawmakers, and media lost their ability to challenge the government. Elections continued, but democratic checks weakened year by year.

At the same time, the military expanded its role far beyond national defense. Officers were placed in charge of oil companies, ports, food distribution, customs, and state-owned enterprises. This blurred the line between government, business, and the armed forces.
Corruption followed naturally. With little oversight and massive oil revenue flowing through state hands, misuse of power became routine.
During this period, Venezuela’s geographic position made it attractive as a drug transit route. Cocaine produced in neighboring countries moved through Venezuelan ports and airspace toward North America and Europe. This did not start as a state policy, but it gradually became embedded within state structure
The Military–Drug Connection
By the mid-2000s, evidence suggested that parts of the Venezuelan military were deeply involved in drug trafficking.
Senior officers controlled:
Airports
Seaports
Border crossings
Shipments moved with protection, coordination, and immunity. This was not a traditional street cartel operating in secret. It was a system shielded by state authority, where accountability no longer existed.
Once this type of system forms, it becomes extremely difficult to dismantle. Those who benefit from it gain wealth, power, and influence, while those who oppose it are sidelined or silenced.
Maduro Inherits a Collapsing State (2013)
When Hugo Chávez died in 2013, Nicolás Maduro inherited a fragile system held together by oil money and political loyalty.
Soon after:

Production declined
Mismanagement worsened
Sanctions increased
The economy collapsed. Inflation spiraled. Basic goods disappeared. Millions left the country.
As legal income streams dried up, illegal revenue became more important, not less. Drug trafficking, smuggling, and illicit financial flows turned into survival mechanisms for those in power.
Maduro did not create the system, but under his leadership, it deepened and hardened.
The Legal Turning Point: U.S. Indictment (2020)
In March 2020, the United States made a historic move.
For the first time, the U.S. Department of Justice indicted a sitting head of state on criminal charges. Maduro was accused of:
Narco-terrorism
Large-scale cocaine trafficking
Conspiracy to send drugs into the U.S.
A $15 million reward was offered for information leading to his arrest.
This moment changed everything. From the U.S. legal perspective, Maduro was no longer just a foreign leader with disputed legitimacy. He was now considered the head of a criminal enterprise.
Years of Pressure Without Results (2020–2024)
After the indictment, the U.S. and its allies escalated pressure:
Sanctions expanded
Diplomatic isolation increased
Negotiations were attempted
None of it worked.
Maduro remained in power.
The military stayed loyal.
Drug routes continued operating.
Sanctions hurt the economy but did not dismantle the ruling structure. Diplomacy failed because those benefiting from the system had too much to lose.
Why Venezuela Became the Target (2024–2025)
By this point, the U.S. faced several strategic realities.
Drug overdose deaths remained a major domestic crisis. Enforcement became a central political issue. Trump campaigned heavily on law, order, and direct action.
Mexico was politically sensitive. Direct action there carried massive risks. Venezuela did not.
Venezuela had:
